Thin the remaining gravity wells from the architecture review: - model_round owns Model-phase stream/retries/guards/text-steer - hi-tools catalog.rs holds TOOL_CATALOG + capability matrix tests - steer split into review vs post-tool implementation modules - TUI run/drive.rs pulls the live agent-future driver out of run/ - CLI agent_build.rs owns AgentConfig + resume/create assembly - GoalState methods for plan clear/restore/snapshot triples
